Председатель Объединенного комитета начальников штабов [ Chairman, Joint Chiefs of Staff] и директор ЦРУ [ Central Intelligence Agency] являются советниками СНБ по военным вопросам и делам разведки соответственно, с правом совещательного голоса (СНБ определяет совместно с президентом направления деятельности разведывательного сообщества [ Intelligence Community]). Другие официальные лица специально приглашаются президентом для консультаций. Совет создан по Закону о национальной безопасности 1947 года [National Security Act of 1947]. Деятельность и средства СНБ держатся в секрете даже от Конгресса [ Congress, U.S.]. Начиная с 1960-х СНБ стал опираться на все более широкий аппарат, построенный по географическому и функциональному принципам и возглавляемый помощником президента по вопросам национальной безопасности [ Assistant to the President for National Security Affairs]. При СНБ возникали и перестраивались межведомственные комитеты и подкомитеты. В 1980-е были созданы высшие межведомственные группы по внешней политике, по оборонной и разведовательной политике, по внешнеэкономической политике и экономике.
